L.Rev. 70 (2015)<\/cite>\n<br>\n<cite>Article language: Azerbaijani.<\/cite>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-text-align-justify\"><strong>Abstract<\/strong><br>In modern buisness, horizontal (cartel) agreements become one of the ways of controlling&nbsp;the market conditions for the benefits of agreed parties. The main idea of these agreements&nbsp;is creating uncompetitive market with different means to increase the profits of the group.&nbsp;This kind of agreements makes hard impact on the free economic market and violates the&nbsp;rights of the consumers, thereby cancelling growth of business incentives. The history and&nbsp;description of cartels, the concepts of investigating and legislation against the horizontal&nbsp;agreements, \u201cLeniency\u201d Program will be discussed in this article.
